There is no certainty that the speech will go ahead as Theresa May cannot yet announce that she is planning to call a general election because the legislation for that would have to be passed before the end of this month. With the Tory Party split down the middle on Brexit and Labour on the verge of a leadership election, the Prime Minister is facing the prospect of a hung Parliament. There are fears that a hung parliament would mean the end of her plans to negotiate a new partnership with the EU before the end of the two-year negotiating period.
